
The former Asiat military base is being transformed into a vibrant park filled with culture, entrepreneurship, and community spirit. With over 20 buildings, a 7-hectare site, and more than 75,000 visitors annually, Asiat Park and Horst Arts & Music are making a mark on Vilvoorde.
This transformation brings unique and complex challenges. As Projectmanager Infrastructure, you will play a key role in this ambitious project, overseeing major infrastructure developments within Asiat Park and Horst Arts & Music. Working closely with the site manager of Asiat Park and the Creation & Development team at Horst Arts & Music, you will be the driving force behind the construction and renovation projects that bring this vision to life.
Your role?
As Project Manager Infrastructure, you will manage large-scale construction projects from start to finish, acting as a client, site supervisor, and project owner. Your responsibilities include defining project scopes, appointing architects, coordinating (public) tender procedures, and overseeing construction progress and budgets.
A variety of infrastructure projects will be initiated within Asiat Park and Horst Arts & Music. You will take the lead on (semi)permanent and large-scale construction and renovation projects—ranging from pedestrian bridges to roof restorations or the creation of a semi-permanent stage.
Additionally, as part of the long-term vision for Asiat Park, there is an ambition to evolve from temporary site management into a pioneering urban development model. You will contribute to spatial development plans through research, stakeholder engagement, and proactive idea generation.
Key Responsibilities:
Project Planning & Pre-Construction Research
- Analyse structural and technical challenges.
- Identify the infrastructure needs of various organisations.
- Conduct research on renovation methods and feasibility.
- Prepare initial cost estimates.
Small-Scale Renovations
- Apply for necessary permits.
- Draft specifications, bills of quantities, and project timelines.
- Select and contact contractors.
- Oversee construction, budgets, and planning.
- Maintain clear communication with tenants and organisations affected by construction work.
Large-Scale Construction Projects
- Determine the appropriate procedures for selecting designers and contractors, often following public procurement rules.
- Prepare project budgets and schedules.Assess permitting requirements.
- Appoint an architect, including drafting assignment documents, evaluating proposals, and writing selection reports.
- Coordinate the tendering and architectural processes.
- Draft administrative specifications.Supervise construction progress, ensuring budget and timeline adherence.
- Facilitate smooth communication between all construction partners, tenants, and stakeholders.
Budget & Timeline Management
- Develop realistic project budgets and ensure financial oversight at every stage.
- Adjust plans creatively if needed while staying within budget.
- Report to subsidy partners.
- Plan construction schedules around activities, events, and site operations.
- Keep all stakeholders informed of project updates and changes.
Urban Development & Future Planning
- Conduct research on the future development of Asiat Park and its surroundings.
- Coordinate expert studies and integrate findings on:
- Urban planning frameworks.
- Legal acquisition procedures.
- Financial structures for purchase, renovation, and operation.
- Sustainability and energy strategies.
Your profile?
You are a driven, structured professional with strong technical construction knowledge and a passion for innovative urban development. You bring:
- 3 to 4+ years of experience in roles such as site manager, construction project leader, architect, or technical project owner.
- Solid knowledge of construction techniques, site supervision, and procurement procedures.
- Strong analytical skills and a talent for finding creative, budget-conscious solutions.
- Experience with public procedures and subsidy management (a plus).
- Excellent communication skills to engage diverse stakeholders.Strong organizational abilities, with a keen eye for detail, deadlines, and quality control.
